The Tokyo Metropolitan Government, in collaboration with Mitsui Fudosan Co., Ltd. and a consortium of leading developers, proudly announces the grand opening of Harumi Flag, Japan’s largest condominium complex and a pioneering model for sustainable urban living. Located in Chuo Ward, Tokyo, on the former site of the Tokyo 2020 Olympic and Paralympic Village, Harumi Flag is transforming 18 hectares of land into a vibrant community designed to house approximately 12,000 residents by the end of 2025.

A Legacy of Innovation and Sustainability

Harumi Flag, named after its prime location on Harumi’s manmade island, comprises 24 buildings, including 5,632 condominiums and rental units, alongside commercial facilities such as Mitsui Shopping Park LaLa Terrace HARUMI FLAG. This landmark project introduces Japan’s first full-scale hydrogen infrastructure, positioning Harumi Flag as an environmentally advanced city. Hydrogen fuel cells, powered by a dedicated pipeline from a nearby hydrogen station, supply electricity to common areas and commercial spaces, marking a significant step toward decarbonization. This initiative aligns with Tokyo’s commitment to sustainability, targeting a 4.7% annual decarbonization rate compared to 2013 levels.

A Community Designed for the Future

Harumi Flag redefines urban living with its focus on accessibility, diversity, and environmental harmony. The development features:

  • Residential Diversity: 4,145 for-sale condominiums across Sun Village, Park Village, and Sea Village, with an additional 1,487 rental units in Port Village, including elderly housing.
  • Green Spaces: Approximately 7,000 m² of plazas, walkways, and rooftop greenery, creating an oasis-like environment near Tokyo Bay.
  • Community Amenities: A 6,000 m² playground, a new elementary and junior high school opened in April 2024, a medical mall, a fitness gym, and a licensed daycare center.
  • Advanced Infrastructure: A multi-mobility station and fuel cell bus services enhance connectivity to central Tokyo, with Ginza just 2.5 km away.

The project’s design, led by master architect Jun Mitsui, emphasizes pedestrian-friendly spaces with underground parking to prioritize greenery and safety. The unified lighting plan, using warm 3000K tones, creates a welcoming atmosphere for residents.

Economic and Social Impact

Since its first occupancies in January 2024, Harumi Flag has attracted significant interest, with 3,685 families applying for 557 units in March 2022 alone. Despite measures to curb speculative buying, the project has faced scrutiny, with a May 2024 NHK investigation revealing that nearly 20% of units were used for investment purposes. Tokyo Governor Yuriko Koike addressed this during a press conference, emphasizing the need to monitor the development’s evolution to ensure it serves residents’ needs.

The Tokyo Metropolitan Government plans to finalize the sale of the land to Mitsui Fudosan and partners for approximately 87 million USD by the end of 2025, following the completion of infrastructure development.

Mitsui Shopping Park LaLa Terrace HARUMI FLAG, opened on March 1, 2024, features 39 stores, including a major Summit Store supermarket and TEAM JAPAN 2020 VILLAGE Cafe & Restaurant CENTRALE, which serves GAP-certified meals reminiscent of the Olympic Village dining experience. Sports pictogram art from the Tokyo 2020 Games adorns the facility, preserving the event’s legacy.
